The Department of Human Resources is a dynamic, facilitative organisation which responds to the needs of the Public Service in a fair, just, equitable and consistent manner, utilising systems and procedures that keep pace with technological advances. Our Department is characterised by training Human Resource Professionals who recognise people as the Service’s most valuable asset, and are committed to their effective procurement, development and utilization.

Our Role

Human Resources Management – “Management of the available talents and energies of people who are available to an organization as potential contributions to the creation and realization of the organization’s mission, vision, strategy, and goals.”

1. Organization Planning - Developing a well-designed, flexible organizational structure geared to support the organizational needs.  Subjects include, Organizational Diagnosis, Organizational design and documentation, Job Analysis and Job Design, Development and Maintenance of job descriptions, Development of policies and procedures to support.

2. Workforce Planning - Forecasting the organization human resources required within an organization by analysis of the right numbers, appropriate competencies and ensuring alignment with the organization's vision, mission and objectives. Subject includes, Policy analysis and formulation, Workforce needs analysis and forecasting, Human Resources planning and position control, Organizational Needs assessment/analysis, Succession Planning, Career Planning and Management of HRIS.   

3. Employment/Procurement - Attracting and appropriately placing and retaining the needed numbers of competent employees.  Subjects include Job Specifications-human resources, skills, qualifications, competencies, and compensation.  Advertisement of job openings, Recruitment methods, Interviewing, Selection process, Establishment of Terms of Employment, Placement /Appointment, Probation, and Evaluation. 

4. Human Resources Development - Ensuring a full complement of appropriate training and developmental programmes to ensure that employees are provided with the opportunity to be developed.  Subject includes, Training needs analysis, General and Specialized Training, Developing and Administering programmes, Managing scholarship programmes, Coaching, Counseling, Mentoring, Attachments, Career Development Planning, Training and Development Assessment and Evaluation. 

5. Compensation Management - Designing, developing and administering appropriate competitive compensation packages that are aligned with the organization's vision, mission, values, objectives, and capacity to pay.  Subject includes, Market analysis, Budget analysis, negotiation of terms, Developments of benefits and compensation packages (pension, stock, bonds etc), Job evaluation, Job Classification, Salary and Wage Administration, Performance Management (Appraisals), Salary Surveys and Reviews, Benefits Administration and Job Audits.

6. Integration - Fostering an organizational climate that promotes camaraderie, belongingness, and evokes a sense of loyalty to the organization.  Subject includes building cohesive teams, promoting and creating conductive working environment, conducting needs assessment, sharing vision, mission and values, development of employment policies and guidelines to support, developing effective communication systems, developing employee handbooks and procedure manuals.

7. Industrial Relations - Providing forums and forming relations with interest groups, unions, organizations and ensuring cohesive management of the organization by ensuring the needs of employees are met.  Subjects include terms and conditions of service, legal representation, grievance management, advocacy, collective bargaining, mediation, employee discipline, encouragement of employee involvement.

8. Employee Relations – Fostering a healthy, harmonious and supportive working environment.  Subjects include, Development of Employee Assistance Programme, Financial Assistance, and Counseling / Coaching, Social Development, Communications, (newsletter/bulletins), Service and recognition programmes, Social activities, Retreats, Wellness Programmes, and Flexible Work Schedules.

9. Employee Services – Addressing the personal needs of employees and providing services for his/her welfare.  Subject includes, Needs Assessment, Developing of Systems to respond to changes, Employee Assistance Programmes, after school services, Financial Counseling, Psychological Counseling and referral services.
