Insurance
Government employees and retirees may choose
to enrol in a group health insurance policy with
Alphonso Warner Insurance Agency, local agents
for Atlantic Southern Insurance. The Government
pays 50 percent of each employee’s premium,
while the employee is responsible for the full
premium for their spouse or any dependants. The
Government pays the full premium amount for risk
employees.

The Government pays a pension to all permanent
and pensionable retirees. Retirees may choose
between receiving the full pension amount every
month or a reduced pension plus a lump-sum gratuity
at the end of their service.
Pensions are calculated using a formula that
includes your length of service and your last
salary.
Daily-paid, or non-established, workers with
seven or more years of service are also eligible
for a gratuity or, in some cases, a monthly allowance
upon their retirement.

Salary
and Allowances
Salaries
Salaries in the Public Service are determined using
the official salary scale, published annually in
the Budget Estimates. Jobs in the public service
are graded according to the level of responsibility
and educational qualifications required. Employees
move up within each grade according to their annual
performance appraisals.

Scale
Allowances
Certain employees are eligible for allowances to
offset expenses related to their employment. These
include:
Travel allowance – paid to
employees who are required to be mobile in the regular
performance of their duties.
Special allowance – paid
to a limited number of posts that may or may not
require the post-holder to be mobile and which do
not fit into either the travelling or car allowance
categories.
Mileage allowance – paid
at a rate of $1 per mile to employees who make the
odd trip in their own vehicles.
Telephone allowance – normally
attached to management positions in senior grades
and other employees where it is determined that
a personal telephone is frequently used in the performance
of their job.
Entertainment allowance –
paid to employees in senior posts who are expected
to entertain visiting officials or overseas staff.
On-call allowance – paid
to employees in the health services and elsewhere
who must be on-call or available around the clock
to perform their specialty function.
Uniform allowance – paid
to nurses.
Leave
Leave Prior to Retirement
An officer applying for leave with the intention
of retiring may be granted, immediately prior to
the effective dates of his retirement or pension,
the accumulated leave for which he is eligible together.
This leave may not total more than 12 months without
the authority of the Governor.
Leave Prior to Resignation
An officer who has served for at least 12 months
and resigns his appointment after giving the prescribed
notice, or because of ill health, will be granted
the annual and accumulated leave for which he is
eligible, provided –
(a) that leave shall be included
as part of the period of notice of termination of
services, and
(b) that any officer or employee
who, while on duty, resigns and fails to give the
requisite period of notice or who pays salary in
lieu of notice, will forfeit any leave for which
he is eligible.
Sick Leave
An officer or employee may be granted sick leave
–
(a) if he is ill or injured, provided
that the illness or injury prevents him from carrying
out his duties and was not caused by his own misconduct
or by his failure to take reasoning precautions;
(b) if he is confined to a hospital
or similar institution for a period of not less
then 14 days while on vacation leave.
An officer who is permanent and pensionable may
be granted sick leave on full salary up to a maximum
period of six months during any period of 12 months
if there is reasonable prospect of his recovery
from illness or injury. After that further extension
of sick leave on half salary may be granted subject
to a maximum period of 12 months sick leave in all
on full and half salary combined, provided that
if an officer is eligible for accumulated leave
when such leave or half pay is granted, such accumulated
leave may be taken on full salary and thus reduce
the period of sick leave on half salary. Sick leave
beyond an aggregate of twelve months in any period
of four years or less will be without salary and
will not count as service for salary increments
or pension.
Maternity leave
A female officer who requires leave for maternity
purposes may be granted leave for which she may
be eligible and if she is a pensionable or contract
officer may be granted
a) Special maternity leave on full
salary for a period not exceeding one month
b) Leave on half pay for two months
c) Leave without pay for an additional
period not exceeding one month.
Leave on urgent private affairs
An officer may be granted leave on the grounds of
urgent private affairs and an application for such
leave must be accompanied by a statement of the
reasons for the application and be submitted to
the Director of Human Resources through the Head
of Department to which the officer is posted. The
statement will, if desired, be treated as confidential.
Leave on urgent private affairs will be granted
on the authority of the Governor and the officer
granted leave will be required to take, as necessary
all leave for which he is eligible. He may be granted
in addition leave on full salary to bring the total
leave granted to three months, provided that such
additional leave as may be granted will count against
his future leave eligibility. If the officer retires,
resigns or is discharged before he becomes eligible
for leave equal to the additional un-earned leave
taken, he will refund to the Government the salary
he was paid during that leave.
