The
Training Division, a unit
within the Department of Human Resources,
provides appropriate training and development
activities for all civil servants, empowering
them to deliver effective and efficient services
to the public. To this end, it will strive
for greater alignment between human resources
skills/competencies and the strategic priorities
of the public service. We are responsible
for identifying the training and human resource
needs of the BVI Government and formulating
an implementation plan to address those needs.
We also design and administer appropriate,
cost effective in-service training and development
programmes for the civil service.
Some of our specific programmes and activities
are: Workshops and
In-Service Training: We provide an
annual programme of workshops and in-service
training to address specific training needs
within the Public Service. These include annual
induction courses for new junior and senior
employees, as well as targeted training in
areas such as conflict resolution, accounting
procedures, and performance management. Click

We administer the Reimbursement Programme,
which allows public servants to be reimbursed
for the cost of study at the H. Lavity Stoutt
Community College or an accredited on-line/distance
learning institution. Training
Awards: We administer Study Leave
and Scholarships for Government employees.
Study Leave allows public officers to take
time off work to pursue degrees locally or
overseas. To apply for study leave, you must
be a permanent and pensionable employee and
have at least three years of service. Application
instructions will be found on the application
form, which can be downloaded from this website
or obtained from the Training Division office.
In addition to Study Leave, we administer
scholarships that have been awarded by the
Scholarship Trust Fund Board. The Board is
a statutory body established under Chapter
118 of the Laws of the Virgin Islands and
operates in conjunction with the Development
Bank of the Virgin Islands.
Special Training: The Training
Division designs and implements special training
to meet the specific needs of the organisation.
In recent years, this has included special
courses in human resource management, clerical
skills, and management. In 2004, we launched
a management competencies training with H.
Lavity Stoutt Community College and the Chartered
Management Institute which uses the competencies
approach to prepare future leaders in the
Public Service. We also offer training to
support various initiatives within the Public
Service, including devolution of human resource
capabilities. |
