Policies
Governing Public Servants
All Public Servants are governed by two important
documents: General Orders and the Public Service
Commission Regulations. General Orders is a wide-ranging
document that sets policy on a number of important
employment issues. The Public Service Commission
Regulations provide guidance on matters related
to the PSC. Taken together, they constitute the
basis on all employment policies for Public Servants.
Both the General Orders and Public Service Commission
Regulations are undergoing extensive revision. This
review is in its final stages; the revised policies
are expected to be completed and take effect later
in 2005. You can download copies of the existing
policies on the “Forms and Publications”
section of this website. As soon as the new policies
are effective, we will make them available here
as well. For more information on General Orders
and other policies governing Public Servants, please
contact our office.
Please note that certain classes of Public Servants
are governed by specific legislation and policies.
These include police, customs officers, immigration
officers, teachers and fire officers. |

Employee
Relations Unit
The Employee Relations Unit was formed in 2002 to
provide confidential and timely assistance that
will enable Public Servants to resolve work-related
problems that undermine job performance. Our professional
counselor provides confidential counseling and mediation
for employees facing difficult issues at home or
at work. We also work to provide opportunities for
employees to lead healthy lifestyles that are conductive
to their well-being. Finally, we also establish
methods by which Public Servants’ contributions
are appropriately acknowledged and recognised.

We have published guidelines to ensure
that officers’ who receive commendation from
internal or external customers are appropriately
commended. Employee Assistance
Programme
Everyone encounters personal difficulties
from time to time. These challenges can impact the
quality of your work performance and you overall
happiness and well-being. Our full-time, professional
counselor is available to all Government employees
who need someone to help them get through a difficult
time. As part of this, we published an referral
manual for supervisors, which can be obtained on
the “News and Publications” part of
this website. Incident reporting
Our incident reporting guidelines have
been prepared to capture a variety of crucial incidents,
misconduct, and special milestones which occur in
the workplace. HIV/AIDS in the
Workplace
We are working with the BVI’s National
AIDS Programme to design and implement an HIV/AIDS
education and awareness programme for Public Servants.
Employee Recognition
Our unit works with the Public Sector Development
Programme to recognize employees during the annual
Public Service Week celebration. We honour retirees,
employees reaching important anniversaries, and
those who have performed at an outstanding level.
Crisis Counseling
We provide crisis counseling and intervention
to employees, their families, and co-workers who
are facing critical incidents or sudden losses.
Gym Programme and Wellness Initiatives
We administer the Public Service Gym Programme,
which allows Government employees to join a local
gym at discounted rates. We also attend local health
and wellness fairs and deliver orientations at departments
and offices to share information about wellness
and the services provided by the EAP.
Performance Man
agement Programme
The Performance Management Programme provides supervisors
and employees with a means to define performance
standards and objectives over a given year. These
standards and objectives are then used to measure
the employee’s performance and determine areas
for future training and development. The Programme
consists of an annual performance agreement between
employees and their supervisors. This agreement
is then used as the basis for the annual appraisal,
which is conducted to determine the quality of job
performance and areas for future development. Tips

on the “Forms and Publications” section
of this website.
Competency
Standards of Excellence
Competency Standards of Excellence is a new programme
that will enhance management in the Public Service
when it is fully implemented at the end of 2005.
Competency Standards of Excellence are statements
that define the skills, knowledge, and behaviors
required to do a job well. When the programme is
fully implemented, every job in the Public Service
will have its own competency standards, which will
be used in hiring, to assess employees, and plan
career development activities.
Competency Standards of Excellence
will allow us to provide more useful feedback
to employees and give them a clear idea of what
competencies are required in certain jobs. They
will also give managers a better way of assessing
an employee’s performance, and provide the
Human Resources Department with data on the types
of training is needed for the development of the
